I see it as Homura having a deeper understanding of Mami than anyone else, and caring for her a great deal, even if she doesn't show it a lot. She was still pretty distressed about Mami going to her death against Charlotte, even after then years of looping.

For Mami, Homura represents a rare existence, she's very motherly/onee towards everyone else, but Homura is at/beyond her skill level, and far beyond her experience and knowledge. Mami is actually really fragile, Homura mentions it in Rebellion, and Mami herself eludes to it in Charlotte's labyrinth, when she talks to Madoka about how she's just putting on a brave front.

Mami plays the part of being the cool, confident, continually upbeat veteran, but in reality she's scared and lonely and wants someone she can depend on rather than more people depending on her. Homura is not only equipped to fill that protective role, she also understand's that Mami has that side and could probably use someone to lean on.

Or at least, that's how I see it.

I recently read Marlowe's Doctor Faustus, Goethe's Faust, and Thomas Mann's Doctor Faustus. I've also watched Aleksander Sokurov's Faust. Madoka feels like a crappy adaptation of Doctor Faustus compared to Goethe's, Mann's, and Sokurov's adaptations. It has neither the poetic articulation of Goethe or the creativity of Mann and Sokurov.

In Marlowe's and Goethe's, John Faustus is a mad genius who sold his soul to the devil to gain power and impossible knowledge. In Thomas Mann's, Adrian Leverkuhn is a syphilitic musical prodigy who invented the 12-tone tonality with the help of a demon whom he met during his loss of sanity. In Sokurov's film, Faust is a doctor, scientist, and astrologist who lost interest in science and somehow got tricked by the demon to sell his soul for a night with a girl he fell in love with. In Madoka, Faust is just a bunch of angsty little dykes who sold their soul to dress up as sailor moon and throw tantrum. All their motivation is so childish and trivial. Kyuubey would have to be the lamest reinterpretation of Mephistopheles I have ever seen. The plot is convoluted too for no purpose.

Why didn't they just make an adaptation of Thomas Mann's Doctor Faustus with Homura as Leverkuhn?

I don't disagree fundamentally, but I dislike her as a person so much that the only way I could stomach the pairing would be with Homura in complete and total control, or flat out abusing Sayaka rather than them being opposing sides.

Basically the dynamic you see for that moment where Homucifer claps and Sayaka is instantly rendered powerless in front of an "enemy" who just tore apart god and rewrote all of existence. Sayaka being ultimately overpowered by Homuraku is definitely the way I prefer that coupling, though I do like it if she manages to fight back in surprising ways at times. Surprising Homuraku, and occasionally showing hints that, though not equal to a literal devil, she's not exactly a pushover.

Perhaps I'm a bit biased because I've been writing it for what's now about a third of my life (and, in fact, I found some from when I was in second grade that I wrote, believe it or not), but I think fanfiction is just as legitimate as fanart.

Depends on the point of the story and how it's executed. A lot of such stories are along the lines of "The author thought up a single fluff scene that she liked, but has no interest in writing a full story" and I don't like that.

There was that one short HomuMami story that I really liked even though I don't care for the pairing which was about how Homura came out as being gay to her in each of the timelines. That's pretty interesting consequence of being a lesbian time-traveler that you usually don't see being explored.

I find myself agonizing over my text, wondering less about what they say and do (because that's fairly easy to keep consistent), but how they say and do things is what I'm struggling with.

Don't let the little things stop you. If you can't think of a word, skip it. I write <> as a place holder whenever I can't find the right way to put something, then I keep going and move on to the next sentence. Sometimes once you know what comes next that thing you were roadblocked at before becomes clearer.

Also, set a daily writing goal for yourself. 250 words a day or something like that. That's easy, 250 is not even a lot. I use to write 10k words every week. It's just a matter of loosening that creative mussel.

Ultimately, your vision of the characters is what people read fanfiction for. It'll be different from the canon no matter what. So instead of worrying about the canon too much, try to depict the characters as honestly as you can, in a way that's true to how you yourself interpret them. Fanfiction allows you to collect a thousand glimpses of something you love, reflected from the eyes of people who love the same thing you do - but from a different angle.
