Yes, sadly. It's flavour text and a choice of who dies off first most of the time.
They could avoid that if they made more choices, more granular choices, and didn't cheap out by killing off everyone who survives a choose-between in previous episodes. Mass Effect had a lot more granularity in its choices though. Even in subplots where Wrex mattered, there was always enough writing for his not-showing-up to not derail the plot. Even in the ME3 plot which was obviously written for him, the replacement character works well on multiple levels because he's close enough in who he is to let the generic plot-advancing lines of dialogue stay as they are, but at the same time different enough that having him there instead of Wrex changes the story's outcome.

In the Telltale GoT sequel, neither Asher nor Rodrik have to die off (unless Telltale are that fucking cheap as to not hire two actors), they can just progress along the same plotline but have different dialogue.
