This is a response to Ray's sentiment that he "tricked ya, fucker." Ray (with help from MIKE on the way out of the prison presumably) thought he outplayed Mr C (and indirectly BOB, though he didn't understand that much yet), but he was way out of his league. They all (Ray, MIKE, Jeffries) somewhat were. This scene shows Ray, and through him, the audience, what exactly he is dealing with. It answers a possible viewer question: how is Cooper's doppleganger such a serious threat? Can't someone just shoot him? We see: no, because BOB is in there, and the Woodsmen have his back as well. This scene couldn't make full sense the first time you saw it, because the experiment vomiting came later in the episode. You see the seed of BOB in there. Bob is not just part of how Mr C sees himself in the mirror (a visual we've seen in season 2), but the core seed that is BOB is physically occupying Mr C's body. That is shown to Ray, and the viewer. That's why they need to work out a more elaborate trap, such as what caught Richard.

If this scene is meant to establish BOB leaving Dopplecoop:

It depends on the scope of the dreamer's dreams. Either the entirety of the Twin Peaks universe is manufactured in someone's head and them waking up may obliterate everything, or it's just someone who can manifest thoughts into reality. I'm thinking it's Audrey and the ability to live in her own delusions has given others the impression that she's mad, but then I'm not sure how that really relates to the rest of the plot, unless it's grown more powerful somehow and she can turn those dreams into reality. Which is believable when you compare Sarah, who has a lot more shit going on then her mild clairvoyance in the original series.

The head on the card is the Experiment (you can see small horns on its head when it's vomiting out BOB). Mr. C "wants" it in the sense that he wants to control its power and become the ultimate evil in the universe.

I think the way he's going to do that is by learning its true name, kind of like in Christianity how knowing the true name of someone or something allows you to control or possess it (such as nobody knowing the true name of God). The principal said the people in the zone demanded to know his wife's name (and then the wife seems to be possessed by something and knows who Mr. C is when she's killed), and there was also that scene in the bar where the girl told the other girl her mom was called Tina and the atmosphere went all weird and ominous. I think the spirits need to hear someone's name from a loved one in order to possess them, since it's like they're sacrificing them.
