Either Moffet was building to this, or I'm thinking more likely, he was being pressured to introduce a female Doctor by the BBC, who are on a diversity rampage at the moment.
The hints that it was possible and a female Master were probably compromises to get them off his back.
When that didn't work, and ratings didn't improve, they gave him the heave-ho and got Chibnell to run the show as long as he agreed to a female Doctor.
Since Chibbers was never a fan, he wouldn't give two figs and it gave him an excuse to hire someone he'd already worked with.
Which might help explain why Moffet gave 12 such a proper-death-like send off in an episode called "The Doctor Falls" no less, where not only does the Doctor get a great death scene but so does the Master.

The solution to the Time Lord pronoun issue has been pretty obvious ever since Missy. If you're referring to the character as a whole you use "they" or "them", and when referring to a specific incarnation you use the pronoun for whichever gender they are.

I think this pandering is more symptomatic of the direction the show has been going for a really long time now. I grew up with Dr. Who but I just haven't been able to stay enthusiastic about it recently. I think the doctors themselves have actually been pretty solid but the writing has been total shit tier.

I consider myself progressive however it's obvious that they're going for the progressive bucks rather than actually writing proper stories. It's so disappointing for a childhood series like this to be whored out so vilely.

The biggest problems I have with the writing are the following:
-The stories themselves have gone from unique science fiction with the occasional social issue to a story about a social issue with the actual science fiction being sidelined. It often feels really preachy, I know a lot of you guys love the zygons episode but it's a big example of using scifi characters to just polyfill for a real life villain.
-The assistants essentially all offer the same "Do it because it's the right thing to do" perspective, this is something that old who also suffered from but to a lesser extent as he often had more than a single assistant.

I really liked this season's finale riiiiiight up until Bill got ex machina'd back to life. Why didn't they let Bill die? It would have been a decent character arc and almost enough to redeem her.

On an unrelated note I fucking loved the first part of last season's finale 'Heaven Sent' but hated 'Hell Bent', they used Gallifrey in such a cheap, cheap way to further a companion's arc. In fact I'm of the opinion that Time Lords themselves should have remained a mystery even in oldwho.

He's a fucking hack. Right from his very first episode as showrunner he was ripping off one of RTD's openers. At least S5 had a decent latter half, pretty much everything but a handful of episodes since then has been trash.

We filmed and edited it on the afternoon of the 15th of July in a secret location in Dorset. I say secret, we found the field while doing a location scout for Broadchurch.

Talking of the critically acclaimed Broadchurch a lot of the changes I will be making to the show have their grounding there. In recent years I feel the Doctor has lost some of the gritty edge she had when the series started and Chris E. originated the role for the 21st century. Russell's vision and pitch to the BBC was coronation St with daleks and I think we've lost sight of that.

We need more working class characters again, like Rose, and to cut back the number of enemies the Doctor can face. One of the things that put off casual viewers is that it seems to be a new enemy every week. People just can't keep track of them all.

If it was just a serial with one enemy like the Slitheen for the whole run people would enjoy it more. Not only that but we could really get into exploring the individual characters of each Slitheen, find out what makes them tick, or have it so the character who is a Slitheen in disguise is revealed in the series finale. It would be like Who Shot Jr, real event telly!

I like a lot of the stuff he's done, but he's not always the best at resolving his own plots. He's also done a great job promoting the show, at least better than RTD, but he also tried to do WAY to much by himself. He never produced an absolute dogshit season, but the longer he went, the more clearly you could see him wearing thin. He would've benefited by giving his lower level producers and script editors even a little bit more power.

He's a great writer with interesting ideas that don't always land. Personally I think they land more often than not. I don't think anyone would say Steven Moffat is a bad writer. He's written most of the GOAT new who episodes
