Since I actually really like both series 8 and series 9, I can agree with this despite not thinking series 10 is too bad. Its biggest problem was having the whole middle section of the series hinge on the monks arc, without actually having anything like a good story to tell with it, meaning the whole tail end of the series just petered out until the finale episodes. It doesn't truly have its own standout episode like HS or Listen either, the closest would be WEAT (too much plot setup) or Extremis (never quite ignites into genius).

It did some things I really liked though. Despite at least five of the episodes going pear-shaped, I appreciated the concept it set out for Doctor Who and I loved Bill & Nardole. I don't find it to be a disgraceful end for Capaldi or Moffat's runs, it wasn't devoid of all hope and joy, it was more like just a machine naturally running out of steam and being switched off.

The start was shit and bizarrely paced. Then the middle was shit with the Doctor and Simm's Master just hanging out on a farm together instead of, well, being mortal enemies. Didn't pay much attention to the final act. Nice sting though.

There is a big fetishism, probably as a reaction to Moffat's era, for the idea of a companion dying horribly and that being it. Because this would "make death real again" and make the show serious and restore its sense of peril, etc. And to be fair, it would do all of those things.
The question is really, is that worth sacrificing the opportunity to give that companion an uplifting story of possibilities and hope, rather than yet another ode to the inevitablity of grief and loss? I'm not convinced it would have been in this case. I'd be up for a companion's arc ending in their death, but I would want it to be the best fucking death narrative Who has ever seen.

People have said that Simm could easily regenerate into a different Master and Gomez could be a few regenerations down the line, but I don't think so and I think it'd ruin it.
Missy said she didn't remember much about her regeneration - most likely because she caused it.
I really love the idea of Missy being born out of her own change of heart. She caused her own incarnation to come about, meaning she's had the seeds to her redemption inside her this whole time.
