Moffat didn't write Closing Time nor Nightmare in Silver. In The Pandorica Opens, fucking every monster is there; That's hardly a Cyberman focused episode. Same can be said for Hell Bent.
Really the only two episodes that focus around them were Death in Heaven and The Doctor Falls, and both of them feature Missy, so I guess he just likes that pairing.

He peaked in series 5, the scoring in that series was genuinely fantastic, and suited the tone of that season perfectly. There are too many scenes that season where the music actually adds to a scene - The Big Bang is helped in a huge way thanks to the music, whereas nowadays the scoring adds very little. It's also just plain lazy; you would think a bunch of effort would be poured into something like the 50th, but most of the music used in there is literally just copied verbatim, without being redone at all, from series 5.

Missy tries to help The Doctor save Bill, and Simm pretends to cooperate, tricking him into believing he can, but then reveals he was lying and there's no way to save her.
Bill decides she wants to die because she doesn't want to live as a Cyberman, and there's a burial for her, The Doctor breaks down in tears.
Simm tries to shoot the Doctor immediately after her burial, but Missy takes the shot, and starts to regenerate (off-screen, we don't see into who).
The Doctor lets Simm shoot him causing him to start regenerating, and then uses his regeneration energy to resurrect Bill.
Nardole stays on the ship with Hazran, planning to rebuild society.
Bill says she wants to go home, but the episode ends with the Tardis crashing and ending up in the snowy area from the start of the last episode, where they see David Bradley, and the episode ends with "Introducing David Bradley as the First Doctor".
