The only problem is, they of course know nothing, nor care, for the psychological well being of either the breeders or the children, so when the Doctor saves the day he has a generation of children who have been left in solitary confinement for the first 16 years of their lives, emotionally stunted, with no concept of speech, language, or human contact, the only thing they've ever known is their tiny cell, with a tiny slit in the wall for pushing food in.

Another aspect of this could be that these Cyberrunts don't convert properly, and even with Cyber brain enhancers or whatever they use to make them supersmart they still don't talk, with many left with no instinct for survival after years of living as they have, so the entire project is a failure anyway, as the Cybermen's lack of emotion in bringing the kids up has completely destroyed them for life.

And most of the kids would be stillborn anyway, as the Cybermen would push the breeding process to it's logical extreme, women on the brink of menopause having their 30th child, the attempt to save the Cybermen from extinction leading to their demise.

the thing is, moffat was a fan favorite before becoming showrunner; empty child/doctor dances, girl in the fireplace, blink, and silence in the library/forest of the dead were all incredibly popular classics, hence why everyone wanted him to take over. if you look at chibnall's "career" on doctor who, he's responsible for some trash heaps over the years. maybe he'll have a strike of brilliance, but I really doubt a mediocre writer in the history of the show is going to magically stop being mediocre.

Last episode he has that line about how Time Lords are beyond human understanding of gender and stereotypes (which for a race that routinely change bodies, makes sense), and yet all the Time Lords we see still treat it as some weird event. He's said that one of the main reasons he took the role was to make kids happy and entertain them and that the response he got from them was one of the best responses he'd gotten from anything he'd ever worked on. He "reprised" his role to make a brief video to cheer up a little kid who was unwell a few years back, free of charge.
