Woodsmen / Hobos (or as I call them, "Vagrants") are low spirits of the lodge who are more like a force of nature than pure evil. They act as messengers and facilitators and are attracted to electricity and other sources of both corporeal and spiritual energy. The explosion of the atomic bomb created rents in the fabric of space-time that vagrants are able to slip through. The "chant" uttered by the vagrant in the radio station is a psychic signal meant to prepare human hosts for BOB (if the frog creature and bob are indeed the same spirit).

I'm not saying that I know what it "means," but I enjoy trying to unravel Lynch's puzzles and these are just my own theories. Likely he will reveal more stuff that proves everyone wrong and always raises more questions than it answers.

I am also familiar with common themes that Lynch uses. He is very fond of certain magickal or new-agey ideas and motifs. For example, the prostitutes in Inland Empire and their function as spiritual guides and messengers who aid Susan during her journey through purgatory bears some similarities to the Vagrants' relationship with BOB.
