I believe Shelly Johnson has an ability to heal or fix people's physical ailments by making eye contact with them. I don't know if she has some affiliation with the White Lodge, but it's what I'm leaning toward. Here's my reasoning:

•There is never any mention of her having parents or any family.

•Three people have physical ailments that are fixed after making eye contact with her. (Gordon's hearing only works while maintaining eye contact with her)

•She makes eye contact with Andy talking to him at her and Leo's house, before his sperm count is fixed

•She makes eye contact with Leo while making out with Bobby on the kitchen table before Leo slowly (Brain trauma seems to take longer to heal than other ailments, multiple days in Leo's case) comes back from being completely brain dead (shown by the doctor comparing Leo's brain activity to his own).

•Gordon Cole (Lynch himself) says [loudly](Lynch uses Cole to tell the viewers, loud and clear, information the characters don't know e.g.: there's a microphone in the bonsai tree) that Shelly is special. He tells us she reminds him of the Venus de Milo, which we later see in the hallway of the Red Room until Cooper gets scared. Once it turns to the Black Lodge (debatable in a different thread) the Venus de Milo is not scene again. (Wild, baseless speculation, but maybe Shelly is from the White Lodge and most of her is out and independent of the Lodge, leaving only an empty statue behind to represent the piece of her that's missing, keeping her from remembering what she is.)

•While Cole is making eye contact with Shelly, he can hear her and only her. She doesn't have any lines in scenes with him while he isn't making eye contact with her, so there is no way to prove he would or wouldn't hear her if he wasn't making eye contact with her. Lynch makes it a point to maintain eye contact with her, even after he switches to her side of the booth when Cooper and Annie sit with them.

What they always said is they wanted to bring her back as yet another cousin with red hair to complete the trio. Honestly getting cancelled is the best thing that could have happened to Twin Peaks. If it hadn't ended how it did, and instead just kept going with more of the kind of stuff season 2 was filled with, it would have been a rarely remembered show with some bizarre moments instead of becoming a legendary cult show.
