Yes, and in them the process was refered to as 'upgrading' and involved slicing out the brain, not putting a whole person inside a Cyberman suit/body/exoskeleton (with the exception of that one Torchwood episode), and there was no Cyberplanner in that series.

That's a pretty good point but I'd point out that we didn't actually see Davros die, and Old Who proved that the fucker is almost impossible to kill: he always has a backup plan or an escape pod somewhere.

Furthermore Nightmare in Silver references the Cyberwars which are explicitly an Old Who thing that was key in Revenge of the Cybermen and Earthshock.
