There's something about Doctor Who that makes it a great reference outside the UK (and Aus/NZ and a few other places). When the Simpsons needed a "spirit of British television" throwaway character, they used the (Fourth) Doctor, not someone from any of the British shows that had actually gotten onto (or been adapted for) commercial TV.
And I think it's the fact that everyone recognises Doctor Who, even though almost nobody actually watches it or knows all that much about it.
That's changed a bit with NuWho, but there's still only a few million Americans who watched any given episode of S2-4, and yet the majority of (at least video-game-playing) Americans will recognise his quirks and gimmicks as being "that Doctor Who guy".

I think some of it is just that there's no room for widespread Britfaggery in Japanese culture. Japan so thoroughly embraced American imports for so long that the two stock positions are loving American stuff or not liking any Western stuff. This is a lot less true today than a couple decades ago (because now you'd be rebelling against granddad instead of dad by rejecting Western imports, and who wants to rebel against granddad?), but it's still left its mark.
But also, Japan and Korea are a lot more different from inside than from outside. Certainly more different than Canada vs. America, and nobody is surprised that Canada has always had Doctor Who as part of their culture and America hasn't.
Also, not wanting to racistly imply that all Japanese are racist or anything, but sometimes things that are popular in Korea seem to be not popular in Japan specifically because they're thought of as "that thing Koreans like". Like Starcraft.

The Doctor never starts over. He regenerates and takes with him all the good and the bad from his past and tries to find new ways to be good. The TV show does the same thing. Sarah Jane never started over either, or went backward (and when she did, it almost destroyed the universe…). She just kept finding the best way to go forward from where she was.
You can do that too. Right up until the end (by which point you'll have a lot more to look back on than you do today, so it won't seem as tragic), there's always new ways forward that are far more important than the ways behind.

Pokemon is not the same universe as Doctor Who, and is just a game franchise there the same way as in our universe. But the Doctor actually somehow released real Pokemon anyway, even though it's impossible.
And this means hundreds of Pokemon Go players got the signal telling them to go there to collect new Pokemon for their game, only to arrive and find that there were real-live Pokemon running around and fighting each other.
That's as hilarious an image as it is implausible.
And that's why it's the only true interpretation of the line.

The novels really are worth reading (with some judicious skipping…), but if you listened to Caerdroia, you've got everything you need to know about how his character wildly diverges and yet they're all still McGann, done better than Lloyd Rose or anyone else ever pulled it off in the novels.

Frankly she's just another oddly proportioned English girl like Maisie Williams, except she's proportioned in a way that makes her come off as petite and cute. It's not the best episode ever or anything, but it's a good episode, and it's good in ways that NuWho in general and S7-9 in particular usually aren't. Some random specifics:
The whole "Doctor hanging out at a university" thing is comfy af, and, while the presentation isn't all that plausible if you think it through, it's perfectly Doctor Who, even before you take into account the Shada reference.
The Doctor's lecture is great. The callback to it at the end isn't perfect, but it was a nice try.
It's a solid introduction to a new companion, a la Rose and Amy, as opposed to Martha or Clara.
Having Nardole around to tell the Nardolish jokes means Moffat isn't trying to force those jokes onto the Doctor or Bill, as he usually has in the past.
The pullout reveal of the TARDIS is pure kino.
Bill isn't THE MOST IMPORTANT COMPANION EVER. The Doctor is taking her along because the Doctor needs a companion, not because she will fix his PTSD, much less because the universe will collapse if he doesn't sort out her life. It's what Moffat promised with Clara but then didn't give us.
The stuff that looks like arc-plot stuff, like the big scary door, isn't obsessed over in-story, or out-of-story by Moffat trying to push fandom to spaz out over it.
Movellans. That really was the perfect way to do continuity porn. (My friends who are casual viewers didn't even know it was continuity porn.)
The pacing, the soundtrack, everything about it has a relaxed feel, like nobody's involved is afraid that we need to rush from explosion to explosion the way most of NuWho has been. Which means that when we do get to the explosions, they actually have some impact again.
The Doctor's gift to Bill was a beautiful use of time travel.

Why does the Doctor (or RTD) think this is an important distinction for the Doctor?
He's offered second chances to the villains about 1000 times by this point, and none of them have ever taken it, except when he somehow tricked them into doing so against their will (like Margaret Slitheen).
A tiny handful of villains have pretended to ask for a second chance, but it's always been a ruse, so that hardly makes it better.

It's played as bittersweet, but it's actually pure fantasy fulfilment. She couldn't have the Doctor because the Doctor is too big for her, so she got something that is indistinguishable from the Doctor except no longer too big for her.
And they get to grow a TARDIS (I know this scene was deleted, but RTD went out of his way to say that, unlike other deleted scenes, "it's perfectly fine to assume this part of the story actually occurred".
And she even gets to keep all the consolation stuff she got for her tragedy—her parents are alive and reunited and have a new baby, she never has to work again, UNIT treats her like a superhero, etc.

No, they really are pretty different.
For one thing, Face the Raven was obviously written to lead into Hell Bent, not written as an ending and then retconned away by a different ending.
But more importantly, Clara's story was completely different from Rose's.
S2 is about Rose and the Doctor fixing each other, and the message of the ending is that this was actually more important than their romance, even if neither of them can come to terms with that. The message of S4 is that if you don't get absolutely everything you want, that's not fair and you should ignore what you did get and sulk about what you didn't until the universe gives it to you.
S9 is about Clara becoming the Doctor, and if that ended with FtR, the message would be that being the Doctor, or even trying to emulate him, is wrong. The message of Hell Bent is that trying to emulate the Doctor is right, and occasionally it's even rewarded. (And it has to be something outlandishly unlikely, or that "occasionally" isn't part of the message, and the guaranteed reward becomes the reason to emulate the Doctor.)

Hell Bent isn't perfect, but the biggest problem with it by far wasn't anything in the episode itself, but in what Moffat set us up to expect.
We all thought we were getting the big "Gallifrey is back" epic. Then he pulled the rug out from under us and made that just the C-plot and almost uninteresting, in hopes that would shock us into seeing how cool his main story was.
But for many people, it seems it just shocked them into being pissed at Moffat and missing the main story. And I mean way, way too many to dismiss as just "sometimes some parts of fandom are wilfully dense". Moffat fucked up.

It subverts the expectation of an "epic return to Gallifrey!" story fans have wanted since, well, forever really. Instead it gives a very meta character piece. Even I, who think its the best finale of NewWho, was kind of taken aback on first viewing and had mixed feelings. Moffat deliberately plays against expectations, so I understand why some people would feel like they were invalidated or played, and then go on to dislike the episode. It's certainly more subversive and layered than a more standard RTD finale.
Plenty of people were never invested enough in the character of Clara to particularly enjoy a character piece so heavily focused on her anyway.

Something I just realised from rewatching AGMGTW.
The Doctor says that Amy got pregnant in the TARDIS on her wedding night.
But I'm pretty sure he has absolutely no way of knowing when they conceived. I assumed he must have got that from the TARDIS scanning Amy, but no, we see the TARDIS scanner when he does, and there's no information beyond pregnant(/not pregnant).
So how does he know they didn't conceive on, say, their first night in the TARDIS together before or after Venice?
Is this intentional by Moffat, a case of the Doctor thinking like a child/alien? People get married and they have sex for the first time on their wedding night and nine months later a baby is born.
