The standard fan explanation is that the Doctor is so bad at it because he's always regenerating under crisis situations and/or after having pushed himself way too hard.

One of the EDA novels makes it pretty clear that when the Doctor said he was half-human, it was about half a joke and half him testing whether he could say it convincingly enough to fool the Master.

But that doesn't explain the eye scan thing that the other anon mentioned.

You can try to fanwank up an explanation. (For example, maybe he rekeyed it to human retinas because he's almost always got a human companion around whereas almost no other Time Lord in the universe has one handy.) But there's no such explanation that's actually in any stories in any media.

Anyway, I agree that the TV show won't touch it. The EDAs were almost required to play with the idea, what with them being a direct continuation of the movie and at the same time having the general themes they did, but 4 regenerations later, and in the post-Moffat era, I can't see it seeming like a good idea to almost anyone (unless someone comes up with a really good story that somehow demands revisiting it).

Lungbarrow was written specifically to make the TV movie's "half human on my mother's side" thing fit into the same canon as Time's Crucible.

In particular, Platt definitely never intended the Other's parents to be Leela and Andred in his early attempts to make the story; that was all because he thought he needed to explain the TV movie.

Deadly Assassin deliberately takes the piss out of Time Lords, Invasion of Time and Trial double down on it without realising they're doing so, and most of the later stuff (from novels to The End of Time to the Gallifrey and War Doctor audios) is just trying to repair the damage but usually making it worse.

Oh I like a lot of the later stuff too, like the Alan Moore comics, some of the NewWho depictions, occasionally some Big Finish stuff, but I think it does consistently dull the appeal of Gallifrey. I still like it, but I feel like how Time Lords were done in War Games were kind of wasted. Neil Gaiman holds the same view for what it's worth - he still wrote in Time Lord stuff into the Doctor's Wife, but he personally recognises that the show kind of squandered the potential of Gallifrey pretty much by depicting it at all.
