We've already seen Missy allied with the descendants of the Mondasian Cybermen.

Here's what I think happens - Simm's Master isn't in the finale beyond a cameo. It's a callback to the Tenth Planet - Missy is helping the Cybermen take over Earth after the loss of Mondas and Telos so she can get back to being the Doctor's bestie.
