Maybe it could work if the show treats him as essentially a new character, rather than write/direct the scene in a way that makes it seem like a very significant reveal that the audience should instantly understand the gravity of. For instance, have Bill discover him on her own and they have a scene where they talk to each other. And then later when she confronts the Doctor about keeping some old man locked up in the basement he tells her that it's actually himself, and she is (rightfully) extremely skeptical of this concept.

Those are the only swears I'm aware of. There was a court case some time last year which ruled that fuck wasn't offensive enough to be charged over uttering it in public, so I don't know if there are really any words that are off limits.
