Well let's be charitable and compare both shows at their best 10 percent.

Star Trek constructs elaborate ethical brainteasers using tired sci-fi tropes.

Doctor who, when it's good, uses premises far more interesting and original than anything star trek ever came up with, but builds emotionally driven stories that stand on their own on the foundations of those premises, rather than the characters just deciding who is correct and then technobabbling at the problem. Star Trek sometimes makes a good point, but doctor who can do that while also having a substantial story.

Just take the everyday meme answer to best doctor who episode, Don't Blink.

Don't Blink had an interesting premise and the villain was aesthetically pleasing.

Don't Blink had a well structured plot

They fully explored so many interesting off-shoot ideas from the main premise.

Don't blink was constantly focused on the characters and their experience.

And this is crucial, it had themes that emerged organically from the story. The idea that the angels feeded off the lost potential of your future led to a natural exploration on the idea of potential in life, and the importance of not wasting it. They used people being sent back in time as an opportunity to show a person age 50 years, and show the differences in his perspectives that tie into the theme.

And then it pulled off a slightly clever ending that depended on a deceptively simple manipulation of factors the audience understood fully.

Now if it was a Star Trek episode:

The angels would be encountered in a sterile cave exploration sequence.

No character would have a strong, personal connection to what they're doing apart from high minded idealism and a sense of danger.

The episode, and this is the crucial difference, would be 100 percent about whether it's ethical to kill the angels for following their instincts. Not a drop of human feeling or vulnerability will come out of all this, it will be an academic question with a danger based time limit

They'd conclude it is wrong.

Defeat the angels by doing something vague and sciency via manipulating the warp drive or some such technology. Worse, they might manage to break the angel's whole stone deal, slow them down with some bullshit 'tachyon disruption' or something, and convince them to stop killing people because turns out they're sapient.

Also there's no way they'd be called 'The Weeping Angels', star trek is never eerie or evocative like that. They'd look like humans with weird foreheads and be called the Terelli or something

I mostly know of it because my dad watched it all the time when I was younger, but from what I've seen of the original series in particular, there is more emotion there than you are giving it credit for

That said I feel like even shit Doctor Who aims to tell a well rounded story based on emotion and human vulnerability no matter how badly it fails. There's a breath of life in almost all of the episodes, even if they're retarded.

Think of 'The Beast Below'. which most people believe to be a 5/10 at best.

It actually pretty much pulls a star trek, the crux of the episode is 'is it right to kill the star whale of keep it in agony for the greater good.'

But in the course of getting there you had:

A pretty cool and memorable look into the weirdness of living on this thing.

A side-brainteaser with resonance with real world political apathy. You get to vote on whether you keep the whale, and everyone does and voluntarily accepts amnesia..

The characters are fucking torn up about the situation. They cry several times, it's raw. It's not 'philosophically speaking we should...' it's 'holy shit, holy shit you shouldn't have to make these decisions.'

The ending is a little dumb but it has thematic impact and plays into a message about trusting in the world to keep turning without perpetuating wrong-doing that you believe your society depends on, because it turns out the whale wants to help and continues doing so. They never said that message, it was never in words like I just put it down, it was something you could read into it, it's organic. Star Trek would have had that be put front and centre.

Mediocre Who does some things better than good star trek, but I have to imagine star trek, when mediocre, manages it's signature moves better than relatively good Who episodes.

I agree. But what's great about DS9 is that it breaks the limits of Star Trek.

TOS is great for 2 seasons, but I think that even if it hadn't fallen apart, it would have gone downhill anyway. Ultimately, the show is just about showcasing a utopian vision of the future, and the more perfect it gets, the less story there is. That's why TNG isn't as good as TOS. (Also because Picard-Riker-try-various-characters-to-fill-the-role isn't Kirk-Spock-McCoy…)

As for the TOS movies—you can have one exceptional "not business as usual in utopia" story pop up every few years without ruining the premise, in a way that you can't do every week.

But DS9 is not about utopia. By the end, Cisco has collaborated with torturers, hidden fugitives from the legal system, tricked the Romulans into joining a war under false pretenses, let Section 31 get away multiple times… Some of that turned out to be necessary, but that still doesn't make it easy to live with, and some of it turned out to be a mistake. That's a real moral quandary, not "figure out the right thing to do, and then do it because good always wins". And he usually deals with his choices as a troubled adult, not an angsty teen.

Roddenberry would never have allowed any of that, and we would have gotten—well, DS9 season 1, which was pretty lame compared to the later seasons, and only would have gotten worse once they used up all the fun fanservice ideas.
