I've cycled all around Issyk-Kul, and while I can confirm that the lake and its surroundings are beyond awesome, Karakol town itself is a dump. I guess it serves as a good base for relaxing, but Choplon-Ata and Tamga are much better places to stay.
Then again, soviet shitholes are attractive to some people, believe it or not...
