Classic case of huge money from huge natural resource deposits being used by an all powerful dictator to buy off all the right people and keep an iron tight patrimonial system in place. Nazarbayev is one of the best ever at it too, he plays China, the US and Russia off each other just enough to keep himself wealthy, but not too much that they get pissed off a la Gadaffi or some of the other central asian dictators like Bakiyev in Kyrgyzstan. Anyone outside of that elite is essentially in the shit.

I was there recently. Avoid the cities and do some tours out the to the mountains. If you want to do deep central Asian cities, Bishkek is far more lively than all Astana and Almaty.
