The only way Hasbro could have done a large pack like that, would be on Hasbro Toy Shop or make it an exclusive to some retailer willing to pick it up. That alone would make it pretty scarce to most fans and kill the possibility of a lot of fans ever getting one. Releasing it as a BAF was much better than the alternative IMO. The markup on an $40 exclusive could be anywhere over double the original MSRP on the secondary market. This isn't a random 3 pack of figures that only the majority want 1 or 2 figures from the pack. It's the main villain from the MCU Spider-Man film.

A retailer like TRU doesn't care that much cause they specialize in toys but Walmart or Target doesn't like large items like this cause they eat up shelf space. Spider-man with all the hands he needs and some web. Captain America with more hands and a unmask head. I know Pizza Spidey is a bit of a meme, but I would still greatly prefer a more focused rerelease. A full Peter parker head would be nice. Just turning these into series of star characters equipped with the most appropriate accessories you could ask for would have been a hallmark achievement for Hasbro and Marvel Legends. As it is now, it's just a cheap nostalgia cashgrab.
