It's a new mold entirely. There are some similarities because the leader is pretty screen accurate to begin with (and there are only so many ways to do a transformation) but there are some pretty prominent differences.

If you look at MPM4's chest closely you can see that the actual front of the trucks hood collapses into his body for starts, and a lot of kibble that's on the leader is either moved or missing on the MPM.

It only shares some very base level engineering with ROTF Optimus, proper inspection of the robot and vehicle mode, specifically joints and breaks in paneling will show that it very clearly has a wildly different, far more complex transformation.

For example, the hood of ROTF Optimus was completely smooth, while the hood of MM Optimus is covered in breaks as the panels will come apart.

I'm not entirely sold on this Optimus I think. MPM3 Is leaps and bounds ahead of any other Bumblebee we got so far (Except maybe the TLK Deluxe, which seriously look so fucking good), but MPM4 just seems like kind of a different RotF leader Optimus, with mostly just changes rather than improvements.

Keep in mind most of the red pieces in the arms (look at his right arm, since its at an angle and you can see the layers), are broken up and layered overtop of eachother.

Theres also two pieces of hood by the feet, on his sides near the gas tanks, and i believe another on his back unrelated from the rear wheel wells.

I personally have given thought to how a movie transformer would transform as a figure, and the best ive come up with is essentially very sturdy but thin and small spider or insect-like long jointed arms carrying individual plates and pieces that'd mean you'd have to place the farthest pieces (hands, feet) out and work pieces into position inwards, the result being a shitload of jointed pipes where the joints would be adequately thickening it up.

I like new Voyager Movie Prime, his transformation isn't perfect, and he lacks the ankle, and wrist swivels Evasion had, but this design is almost impossible to get right so it's a miracle he transforms so well. The only thing I really dislike are the weird eyes, and the shield (it's suppose to have a gun under it, but this version doesn't have any molding for that gun).

To be fair, the Hot Rod and Rodimus robot modes are extremely similar, their main difference being their alt modes. The main reason people were excited in TR was due to the TR Hot Rod mold being really lanky, so if they decided to make a Rodimus Prime, he'd end up chunkier and give them bot distinct profiles in robot mode.

DOTM was nice but its legs are trash below the knees; the first movie mold is cool and comes with Frenzy but the arms are useless because of a spring loaded punch gimmick and YMMV with how it looks different to everyone past the first movie; I never owned the Human Alliance one but it might be reaching absurd prices by now like every other Human Alliance figure.

Prowl's black and white color scheme and white paint makes him look gorgeous. He transformation is super fun too.

I really like Hot Rod and his transformation is a little delicate if you want to get him to roll properly but it is possible. His alt mode is so sleek too.

It's not really a mutually exclusive thing either. They're not that much more expensive than the usual voyagers or leaders. But you know, budgeting.

MP28 definitely seems to be a step up from the first go at Hot Rod/Rodimus though. Maybe we'll get an improved Rodimus to go with it at some point. Or not; even Optimus Primal gets the Matrix over Hot Rod now if the Power of the Primes poll is any indication. Rodimus is the Conan O'Brien of Primes.
