It's possible that the seam was a conscious design choice. Emmet's hair also has a seam, right across the middle, but the IRL piece has the seam somewhere else.
Of course, after that inconsistency, it's possible that Lego's part designers and WB's character designers made sure the piece would actually work that way before finalizing the movie render for Joker.

I doubt Mattel's license grants them free range of all DC related stuff. More likely it's limited to the comics and characters in general and movies/games/tv shows are all extra bits that have to be negotiated and/or have separate license agreements.

For me it depends on the type vehicle I'm building, and when I'm doing military trucks I have a whole checklist of stuff:
Opening doors, hood, trunk, steering, suspension.
For civvie stuff I'm usually fine with just having opening doors.
