It's possible that the seam was a conscious design choice. Emmet's hair also has a seam, right across the middle, but the IRL piece has the seam somewhere else.

Of course, after that inconsistency, it's possible that Lego's part designers and WB's character designers made sure the piece would actually work that way before finalizing the movie render for Joker.

I would really rather not, actually. A lot of Pokemon would require new molds to be done justice in minifig scale, and you can't expect around a hundred new molds for a single theme, most of which won't be reusable outside of Pokemon.
