Again, the settlements are past the Green Line which is not a border. It's just territory that the "Palestinians" (formerly residents of Egypt and Jordan) demand as part of their state, and some people believe that Israel give-up.

Gaza and the West Bank were Egyptian and Palestinian territory, and now simply disputed because they have a defined border with Israel but no longer make claim to the land.

In any event, if the Palestinians stopped trying to kill the Jews and claim the whole of Israel as their state, they would have had a state in most of the territories decades ago. Their maximalist demands with little to no leverage, and even an Arab world largely losing patience, has been a strategic failure for the Palestinians, the promises of their leaders of total victory over the Jews makes peace increasingly impossible.

I've got it that the coterie was sired by Sabbat and were intended to be given the shovelhead treatment while their sires carry out an attack on the Camarilla; the PCs were to act as a false flag by attacking a character closely associated with the Prince (currently fluffed as the Harpy but, as they've not met them yet nor heard anything about them, that could change). My question is - why? I don't wanna just run a "Cammies v. Sabbat" campaign, so I want their sires to have been working on behalf of some third party - I think it'd be most interesting if it's either
1) a government affiliated party, maybe pull a "end of masquerade" thing
2) some sort of demon

Its its own, relatively self contained game, that you can use to direct things in your chronicle if you so choose, or it makes a nice end cap to a high power Mage game.
