Is there a specific cause of his fear?

It's possible you may be enamored with the Fear card itself. Maybe have the -1 literally fetch copies of Fear out?
Or instead how about also making him more useful and giving +1/+0 and/or haste as a bonus? (People get a shot of adrenaline when they panic)
Black happens to have secondary access to haste, so it could suit as a viable option in a monoblack deck as a source of haste.

To be honest I didn't start out developing this character as RB, they actually started out GW. But someone told me that Red is the most artistic and expressive color. The problem is, I dislike how Red interacts with both White and Green so I redesigned this character putting Red front and center.
I wanted to make a flashy self-absorbed asshat and R/B are the two best colors for that.

Bard magic is all about supporting your allies (giving +1s and other benefits), briefly taking control of opponent creatures, and messing up their emotions and minds to distract them (dispensing -1s, discarding cards and so on.)

My G/W walker was going to end up on Ravnica and become Abzan colors. Even when I remade this character I was going end up adding White... or so I thought. I just really don't like the way Red and White interact.
I also dislike the way Red and Green interact.
Leaving only Blue, which I don't mind B/U or U/R.

It's a work in progress but I think I've got an explanation. He's got an odd trait, to him sounds produce colors. All magic also produces a tone that he can hear and colors he can see. Using this information he can defend against it, (like discarding it, canceling it or redirecting it somewhere else.)
This is very much a WIP.

ANYONE can use any type of magic, it's just that they prefer certain types, or a change in their personality or an event can alter how their magic forms. Take for example Nissa. She is normally monogreen, but her shift into simic came about after meeting Yahenni and trying to get out of her comfort zone. She's discovering and learning new things,meaning she'll be more comfortable using other forms of magic. She didn't "gain access" to blue mana or spells, she always had access, but only now is she using it.

Eeeeh, long, touchy story. The Thran knew nothing of the colors of mana, but Yawgmoth was able to derive some of its properties, such as reaction to the five "Great Metals". Color was poorly understood in the time of the Brothers, but Feldon and the other Third Path Scholars kinda noodled it out. Years later (In story) in the Gathering Dark (which is NOT Pre-rev), Color was very well understood by the likes of Marsil and Jodah. Since we finally departed Dominaria though, it's been a little more iffy. Mirrodin and Shandalaar might have some concept of color separation since their worlds seem to, but despite the chromatic arrangement of the Guilds, Ravnica doesn't as far as we know. Generally, I feel like they've de-emphasized color as an in-setting thing since a) They've started (since Rav 1) playing it faster and looser with what counts as one of the five basic lands; and b) it can sound a little dopey if you talk about it and don't apply a lot of skill and care to the discussion.

I don't want to defend magic synesthesia, since it's a terrible idea, but I will say that a neowalker with a background in arcane academia could quite reasonably know about color. There's no reason to suspect that the likes of Tolaria West don't still teach about the colors as distinct branches of magic. Of course, that does depend where they studied. For instance, A Kamigawan 'walker like Tamiyo has basically no chance unless they learned color somewhere else, though, since Kamigawa has a fruity magic system that doesn't work like the rest of the multiverse.

Better than Innistrad. I mean, it still got raped, but not quite so bad. There's a hunk of ashen wasteland where some of your landmarks used to be but it's mostly better. Even a lot of the movers and shakers like Iona are still truckin'. Innistrad lost more characters and god abandoned in a fairly uncertain position (we have no idea how much of the population just up and died). Avacyn is gone forever as are two of the three powerpuff girls, most werewolves have been wiped twice now (once by becoming wolfir, once by becoming emrakulspawn), Thraben was assraped, Hanweir just fucking walked off the map... which wouldn't be so bad if Innistrad were a FUCKHUGE plane like Zendikar with seventy billion notable landforms and population centers, able to absorb the loss of something like Sea Gate, but recognizable places in Innistrad were basically Thraben, Hanweir, A couple nephalia towns like Selhoff and Ulm, Avabruck (Which might have been fucked too), and "Name not announced" provincial villages.

Yup, that's the plan. He's probably going to have, like, 5 spells. Levitate and Telepathy are defaults for mophits, and on top of that he'll have Electrickery and maybe one other burn spell. He'll probably have a hasting spell, too.
