I like the idea anon.
Here's some constructive criticism.
Perform some alignment, look for better fonts, give emphasis to titles and group things so it doesn't just look like blocks of text spread all over the area. Elaborate more on what you can expect from each type of mask, remove the "whatever you want" option.

You may want to introduce what a skinwalker is, rename the "Facial Recarving" store (it sounds silly)

The layout of the "You agree? I'm glad!" line is below the start of the second paragraph and it looks more like a label to the only picture you've got. Emphasize the types of masks with bold text and/or separate it into columns. Make the types with brief descriptions (including the blank one) into a "misc" type

Move the "how this is going to work" to be in the second page if possible. Put face and figure in different rows. Elaborations on each under each type.

Group doners and their characteristics in a consistent way if you can.

It'd be nice to see this worked on a bit more.

It's very good, a bit dark, a nice take on actual consequences of mentally damage people having incredible powers and some of the goofier plot stuff that always crops up in comic books done right.

Now, uh, Jack Slash has a co-hort of eight Joker-tier crazies with the most powerful powers around. Jack himself has a form of limited precognition that allows him to specifically fuck everything up.

The Slaughterhouse 9 are headed by Jack Slash, who is the most ridiculously edgy joker ripoff villain who basically always wins because plot. His official power is to extend the cutting edge of any blade to infinite length. His power in practice is that he always gets his way in the story. No matter how stupid his plans are, they always work. No matter how bad his arguments are, people are always convinced by them. He basically has both precognition and mind control.

His power is officially based on "communication," and in practice it lets him "communicate" knives infinitely, thereby slicing through anything he can see basically at will. Also, all the Nine are heavily body modded, to the point where they can shrug off getting stabbed in the throat and survive being ripped in half, so they're practically bullet-proof.

Basically, you'd need to attack from extreme range. I'm actually surprised that the plan when they had the non-tanky members of the nine in one place and had Trickster and Sundancer wasn't for Sundancer to start making a sun and have Trickster swap Jack with something in the path of its expansion, close enough that he couldn't get away from it.

Vaporize his shit. Decapitate the snake that is the nine and let the rest take each other out.

Note where it says "Anyone connected to a shard". Nothing about being able to use it on normal people as well.

An Anti-Tank rifle would probably solve the durability dilemma.

I'm gonna go full tinker, giving myself cool-ass supertech that I can combine with the super-tech of two allies (one of whom has a very related power to mine anyway) and use Taylor's help to figure out the best possible plans. A lot of my power will be based upon autonomous robots for utility, attack and defense, but I'll spend a lot of my time in mobile base-like units, probably helicarriers or giant mechs (giant mechs are a type of vehicle). I'll have to survive Leviathan's attack but that's actually not that big a deal all things considered, and I have Godslayer to help me out and hopefully shred the Endbringers when they come to fight me.

What I might do is move FO4's abilities to FO3 and add in the FO4 specific stuff (settlement under attack, build settlements, something else) to FO4.
