There's lots of farming settlements and water, and the possibility of industry (there's that big forge that's still working, and techwork is still possible, as is mercantilism). With a strong gendarmerie Boston seems like it could be secured fairly easily, driving raiders to farther out into the wastes and allowing your federation to become the dominant power in the region. The NCR has problems, but it did secure a large swathe of land and make it more or less safe for a prosperous populace.

Literally all things that are falling apart in New Vegas, although the game doesn't go out of it's way to make that known unless you look for it. If you do look for it though, there are a few NPCS who claim that LEGION territory is actually safer than NCR territory by a good deal because the Legion actually clears out the mutants and raider trash while the NCR is too busy protecting cattle baron and leaving the common man to suffer. They're also running out of fresh water (the real reason they want the dam, not power) and taxing everyone into poverty just to stay afloat and keep the politicians and merchant fat cats sitting happy. The NCR is a fucking joke, and there's no reason to believe the Minutemen wouldn't become the same thing, especially if Diamon City is the pre-existing example of how "civilized" society works in Boston.

It's a combination of there being no consequences to the people who build it, and the people building it cutting corners to save money.
This isn't even the worst of it though, worst of it is what happens to badly injured unattended children.

The Railroad could have been awesome if theyd built on its background. Like what if it was a pre-wark organisation that got US political dissidents out of the country. Heck if it was a secret part of one of the inteligence agencies it could make them a third party remenant regime so we had goverment (Enclave) military (Bos) and maybe the railroad as judiciary (FBI?NSA? Some thing made just for the timeline?)

Yeah, the NCR had problems with oligarchies, but the Legion wasn't better even in that respect. It was literally a strongman state that either died when Caesar does, or requires the player to prop up a new Augustus. They killed or co-opted the dangerous folks, but the unity of the tribes is a falsehood.
And in terms of natural resources, Boston is better than pretty much anywhere else we've seen. The radioactivity hasn't contaminated the fresh water the point of needing a GECK to save it, there are a lot of crops, and the Glowing Sea isn't spreading or producing hordes of monsters to contend with. The harbour is fucked, but the area is already safe enough that there are lots of traders running through the area even with the Minutemen dead and a pseudo-war on. Especially if you can save anything from the Institute, there's a lot of potential.

I actually liked the Liberty Prime sequence for pure nostalgic cheese, but the fact remains that the Brotherhood in this game wasn't the Brotherhood in Fallout 3. The Brotherhood here wern't a ragtag group trying to scrape by and hold out against a threatening and superior foe like the Enclave. In this game siding with the Brotherhood means siding with a faction that can literally shit on everything like Space Marines. You go to take out the railroad and you're standing there in full power armor with a gatling laser while Desdemona pulls out a pipe-rifle before getting put down like a sickly dog. Then you get to the Institute and proceed to blow through waves of toy-soldier robots that are weaker than ones you find roaming the surface and demolish them like cannon-fodder mooks. Somehow it's just not... satisfying.

The brotherhood really should have taken a back seat to a locale faction, been a backer or obstacle to who ever wins the struggle in Boston. Like the BoS expanding is fine, but they have man-power issue, they should know that recruiting a local faction as a vassal rather than just walking up to settlments and demanding food is a good way to build up their strength.
