Say Spain and England kept niggering around but the rest of us feared Spain would go Nuclear. They cannot expand, and they agree to roll defense, but they do not have to. In this way, if a lot of factions don't want the war to continue, they will contribute assets/rolls to keeping the battle toads apart.
