Imagine game of shells. Except under each shell there is a die. Instead of rolling normally you shuffle the shells. Obviously shells need to be big enough so the dice can roll around and you need to shuffle vigorously. Then players get to decide which shell they take and that's their roll.
There is variants, obviously - you either do or don't reveal the other shells. I mean 5 on d20 might sound shit but not when the other two alternatives were 2 and 4. Also dice don't need to be the same, you can have two shells with d20 and one with d10 or the other way around.
Oh, and basic principles of the game of shells are still in effect, if you manage to snatch the die from underneath the cup without players noticing, too bad for them, the roll is 0.

One, a resolution mechanic is a resolution mechanic. If the resolution mechanics is (strangely) voting-based, then that's how conflicts are resolved. Nothing wrong with that, if it works.
