It wasn't one move that happened clean like that. Munoz was known to be out for a while, then the Foyt thing was late since the series realized KV was not going to be there and they needed somebody to switch to Chevy to balance the numbers.

Sato was basically trying to get into any Honda team, I think SPM was a big possibility. As far as I know, Sato doesn't actually bring money from Honda anymore, it is more of a connections thing.

To be fair, AJ hasn't really had his heart in racing since hhis dad died back in around 1980 or so. The team showed some flashes of speed back in the early 90's when they had Robby Gordon and then Bryan Herta drive for them, but the potential never was realized and they went to the IRL to hide the lack of professionalism that they had.
