Those suspension advantages were allowed.
Traction control was disallowed as it was a driver assist.
Even in the early 90's, Penske was not dominating absolutely every race. He had Newmann Haas, Ganassi, Players, among others to contend with.
Penske's chassis was deficient by 1995 which is why he did not qualify for the 95 500. They relied so heavily on the Mercedes engine in 94 that they did not do the proper chassis development.

So they changed the design to have straight away twisty to straight away to twisty.

its pretty good because its got two sections where a good line through the twisty gets you up to 182 on the straight but if you do the twisty bad you play catch up.

Its finally a great track imo.
