In this very case the media proclaimed all over that they discovered islamic letters near the crime scene, and even said that the police arrested several islamic suspects.
They would have nothing to gain because one (failed) terror attack wouldn't change the mind of anybody on the subject. Nothing to gain either from hiding the truth at this stage and not from the beginning, when taking into account that someone spilling the beans would mean one of the biggest scandal of corruption in Germany for a long time (ever?), involving authorities, the police, and the media. Risk depends on methods employed, which is key here. The cost of implementing such an operation for a 'mere' failed attack wouldn't be an extravagant stretch if you consider that this failed attack may be seen as a fortuitous opportunity used as a practice run for more important implementations in the future.
