I dunno which update brought it, but as of 17.3, the "Agreement Change" (the Brexit) section in the pre-game Editor has been modified somewhat, allowing you to modify work permit rules. When using my "old" Brexit scenario file, I can only obtain a 16 or 17 foreign player rule instead, as seen in pic related.

That the defenders are very absorbed with the opposition player carrying the ball is nothing new. Far post crosses always have been incredibly deadly as a result: no matter if you play three at the back, four at the back, five at the back, if a player is running down his wing, all your defenders will converge towards him, allowing for a very easy tap-in at the far post. In FM17, low crosses-passes to a player just behind the defenders also work incredibly well.
