its just numbers, what does language have to do with this?

The "Instructions" are the Numbers.
We have 10 levers infront of us.
Each one goes from 1 to 9.
And we have to find the right Combination only based on those Strange Numbers.

We weren't sure but the numbers are different in each of the localisations leading some to believe that the numbers are representative of words rather than it being a purely mathematical puzzle.

The answer should be a 10 digit code from 1-9 , there is some kind of simple decoding rule to this that we haven't figured out . We have taken into consideration the fact that in different languages there is a different number of 0's and 1's , hence we speculated that it's some sort of word/phrase/letters , that differ from alphabet to alphabet.We do not know for sure , so any insight will be amazingly helpful.

Well it doesn't have to be a 10 digit code. The instructions could be an anagram that leads to something else since several other steps were anagrams already

It's probably just binary, with a few characters missing.
