Yes, you're right. Kindness shown to strangers is usually very limited, but you're still more likely to help someone who has fallen down than to kick him in the face, for example. Also, you usually respect the personal space of others even if in a cramped environment, like an elevator. People that don't seem to adhere to social norms trigger red flags, you don't want them anywhere near you.
