You quickly walk to the astropathic chamber to receive the message, finding an invitation from the Sectoral Governor, who wants to celebrate the crushing of the heretic rebels on his planet and rally the Lords of the sector for a long campaign against the heretics....

You also area aware of a strong political undercurrent with the ball, as rumors from passing freighters indicate that a group of Governors controlling planets near the Imperial border have formed a confederation and declared independence, the Sectoral Governor is likely going to use this event to gauge the loyalty and political situation in the Sector....

The few months given to you to ready your forces for the campaign against the heretics have now passed, and your current orders from Corean are to hold the Tarkon system and surrounding systems for now, patrolling and engaging any heretics in the area.....

Fortunately the Edge of Tommorow has been fully repaired along with our other ships, however the Battlecruiser was too badly damaged to be repaired in its current form, and has been stripped down to a skeletal frame, our engineers able to salvage some components and raw materials at least....

Some of which were used to complete our defense monitor, which will need a name, heavily armed and armored for its size, the defense monitor is hampered by its slow speed and lack of warp capability, making it a purely defensive vessel, good for patrolling the systems and defending our planet from orbit....

On the surface the Buranians along with the other refugees have been spread into various areas, some the mines, some the farms and others settling parts of the countryside where there is little human habitation....

There are some issues between the natives and new arrivals though, as the Zerif, representing their planet Zerif Primaris, formely lived in a steppe region, as nomads, accustomed to living out of their saddle, they were unable to fit their horses with them on the confined spaces of the freighter they escaped in....

The other main group of Refugees is from Cairn's folly, a frontier world, that was working towards becoming an agri world, their people are skilled farmers, knowing how to till the soil and use irrigation ditches to sustain large fertile fields....

But the first order of business is to decide how to decide to the ball invitation....(the ball begins in 1 month)

A. Accept, we need to get more involved in Sector politics
B. Decline, there's a war on, and your leadership is needed at home
C. Other(write-in)

Annoying, but we gotta play the game, besides we've built up a good circle of confidants to keep the our colonies going, just make sure to have them keep us informed on things while we're away.
>>
>>1743669
but we should make plan what do when not there Of course

You decide to accept the invitation, making preparations to head to the ball, and getting the Planet organized for the time youll be away. Youll have Captain Felix lead the ships in training exercises and patrols through the area, while on the planet you make sure production rates stay stable and the ground forces continue expanding and training, with another 10,000 men volunteer from the population to serve in the PDF ground forces, giving us the building blocks for a generic light infantry regiments to use for garrison service, and can be equipped and given specialist training in the future to serve more elite/specialized roles....

In your tidying up of the planets finances and governance, you find that several black markets have formed as well as gambling dens, among your population, particularly the military....

The Black markets, often exchange food items for other things of value, and are one of the reason that local lords were able to obtain lasweapons and autoguns for their personal armies on Tarkon IV....

Already a small problem, black market activities have skyrocketed due to food shortages, and the influx of the refugees, who were already operating black market networks on the freighters they came in, and simply moved to the surface....

A. Break up the markets and the gambling dens, and arrest the ringleaders
B. Turn a blind eye to the practice, stability is a priority right now
C. Attempt to legalize and tax the practices, setting up some basic rules
D. Other(Write-in)

Create a police force, and secret police. Start slowly cracking down on these hubs of "illegal" activity, especially if they are selling military equipment.

Don't fully crack down on them until we have more food production up, giving them less reasons to exist.
>>
>>1743739
I could go for a secret police force, changing my vote to back this

>Not consolidating our refugees into our capital city
>>
>>1743747
Do we have much of an economy on the planet? I figure it s more barter, and maybe some of the highborn nobles trade in things like gold or silver coins.
>>
>>1743751
While Tarkon IV uses official Imperial coinage, actual silver and gold coins are rare and hard to come by, outside of the governments coffers, forcing the rest of the planet to use a sophisticated barter system, based on food values primarily
>>
>>1743726
This sounds good actually>>1743739
having a secret police force to enact our will is actually very appealing, I'd also like to point out that certain things like gambling could be good to have legal. It would be casinos under our direct control of course, in order to keep such sins contained. illegally owned weapons such as lasguns are of course punishable by death, as such things is considered the propery of both the governer/skylord and the imperium, and to steal from or plan against either is the highest form of treason.
>>
>>1743757
Yeah, I wanted to crack down more on the weapons smuggling than anything else, and go from there to high priority stuff to lower.
>>
>>1743739
>>1743747
>>1743757
You form a new secret police unit out of elements of your personal honor guard forces and the your PDF ground forces, they are tasked with internal security responsbilities including cracking down on illegal activities and monitoring the population for signs of disloyalty and suspicious activity....

Your first instructions, are for the most egregious offenders to be arrested, with a focus on operations smuggling weapons, you have the men lay off food exchanges for the time being....

Several of your high ranking administrators from the Order of Sky, help put the organization together, and inform you that while your PDF is generally very loyal to you, they are technically sworn to uphold the Government of Tarkon IV and the rule of the Imperium as opposed to be sworn to you personally, as a special security force, the secret police get around this limitation and are sworn to you directly. You could expand the scope of the Secret Police to include a fully fledged branch of your military forces, its role and equipment outfitting totally controlled by you and sworn to you personally....

A. Expand the scope of the secret police forces to a full fledged military force
B. Keep them as an internal security force
C. Other(Write-in)
>>
>>1743782

B. Keep them as an internal security force
>>
>>1743782
>A. Expand the scope of the secret police forces to a full fledged military force
Might as well get on that now, we all know it's gonna happen sooner or later.
>>
>>1743782
C. Other(Write-in)
Form a military police/Gendarmerie force out of the PDF to act as a go between for the secret police and can be called upon when the SP lack the firepower to proceed. These PDF units should be training in police duties alongside their regular training.
>>
>>1743794
Sorry, meant option B
>>
>>1743813
>>1743793
>>1743794
You have the secret police increase its scope, to an independent military branch, taking its first steps forming a gendarmie force, serving as a public face of the organization, their equipment more conventional, and their role to intervene in situations requiring more conventional overt military power....

Through transfers from our forces, a single multirole overstrength regiment has been formed, with several armored and mechanized companies, as well as an airborne contingent....

They are given a separate base on the opposite side of the Capital City from our main military force....

You order your finest clothing packed, the Edge of Tomorrow provisioned and a company of your honor guard assembled to bring you to the Sectoral Ball...

It takes the better part of 2 days to get everything ready, as you pat Tarquin goodbye and board the Edge of Tomorrow....

The voyage is less than a week and uneventful, you spend the voyage reading messages from home, and casually chatting with some of the ship's officers and crew, getting a feel for how your naval personnel are feeling with so much recent fighting and increasing instability in the area, due to warp storms wracking the Western Imperium, effectively cutting us off from Terra and the greater Imperium...

While that is priviledged information technically, rumors and news spread incredibly fast in the crews of a starship, and most of the crew is at least vaguely aware that the situation has grown more dire, as rationing is implemented and the military is further expanded......
>>
>>1743887
Dam, I messed up....
>>
>>1743896
I'm ok with it, besides, it seems like we'll need the full on branch of secret police anyway.
>>
>>1743904
I wanted the SP to be more covert while we have a more overt police that had uniforms and heavy equipment, and even have a branch of PDF MPs.
>>
>>1743909
You could still build it up to do that, just because they're their own branch doesn't mean they have to be walk around in full garb acting as straight forward enforcers. It'd be a good idea to make an elite covert unit within the SP for when we need it, since they're meant to enforce our rule and punish lawbreakers not act as an army force, this just gives them a stronger presence, better resources, more autonomy to do what needs to be done, stuff like that.
>>
>>1743887
You are surprised to find the Sectoral Capital, Asteria III, still under martial law when you arrive, your travel restricted to the upper hives, as their is still mass civil unrest in the lower hives, with riot control internal security forces patrolling the streets....

Allegedly the was recently a chaos uprising by part of the population and military forces, along with a foiled assasination attempt on the governor.....

They were quickly crushed by Coreans forces, who has already moved on, retaking and aiding several worlds, under attack by the heretics, contributing his forces to tip the scales in favor the Imperium....

You were excited to explore the Capital city, and are disapointed at the lost opportunity to see some of the famous sights in the lower hives, Asteria being a truly advanced and modern hive world, with several modern marvels, it is also known for its immense shipyards, building several ships a month for the ongoing war effort, between the endless wars and the needs to supply the various parts of the Imperium via the spacelanes with freighters, there is always demand for shipyard capacity....

Due to their large shipyard, the world has a close relationship with the Imperial Navy and Adeptus Mechanicus...

Anyways, you have the better part of a day to kill, a need to find something to do before the activities tonight....

A. Visit the yardmaster of the shipyard, and see about purchasing a ship
B. Land in the upperhives and explore the city
C. Land your shuttle near the Naval outpost, and see about getting an audience with the Sector Admiralty

You decide to land on a platform near the naval base, a sectioned off portion of the shipyards, controlled as sovereign navy property....

You are subjected to several layers of security before being set before a secretary of the Navy who asks you why you are here....

When you tell them you wish to be granted an audience with the Sector Admiralty, the Secretary(Who is extremely well dressed and seems to be waited on by dozens of underlings) tells you that can be granted one this very day, but you must pay a registration fee, the alleged cost of how much it costs for the Navy to officially record your basic personal data your information request appointment....

The Fee is 100,000 Thrones, the approximate value of 1/2 of a full food shipment, an extreme ask for a bribe, even by your informed standards from dealing with government on your family's homeworld....

A. Pay the bribe

51.6, a very average roll,

You are able to convince the Secretary to lower the bribe.... barely...

You stumble a bit on your words during your argument and come off as inexperienced noble trying to look tough...

You reluctantly decide to pay the fee, not shaking the bastards hand after the deal, with the Secretary telling you your appointment is at 1600 Terra time, and that you an audience for a full hour with the Sectoral Admiralty, a board of 5 Admirals, that are technically equals in rank and title, but some Admirals are more ambitious and successful than others.

The council is currently dominated by Admiral Lorent Argus, a member of the famous Argus family, an old family highly influential in Naval circles. He proposes a highly aggressive strategy, stripping neighboring areas of their ships, and assembling large attack fleets, that focus on major enemy objectives, leaving nearby systems lightly defended against counter attacks. Sharing power with Solar Admiral Markus Bredford, from humble beginnings, Bredford worked his way up from the naval ratings to become a Solar Admiral, awaiting his assignment to a Sector, which would promote him to Lord Admiral, a largely political position where you effectively serve as Sector Governor. He is known to show compassion for the common troops and is an advocate for a more mobile defense strategy, designed to help protect, frontier worlds and far flung developed worlds....

The other 3 Admirals seem to sell their votes and loyalty to the highest bidder between the two major players, occasionally banding together to vote their own independent interests but usually squabbling prevents them from doing so....

A. Inquire to Admiral Argus about a patronage arrangement
B. Inquire to Solar Admiral Bredford about a patronage arrangement

You convey your desire to become a patron of the Navy, and wish to have your interests considered in local Naval decision making, in exchange the patron must pay for the maintenance of Naval facilities in their territory and grant the Navy the right to build a completely sovereign Space station and potentially a shipyard in the future.....

Having a Naval base in our system will virtually guarantee protection, as the system itself will have Navy forces, as well as the ability to easily call for the aid of other Naval forces in the area

The main downside of this is that we will literally being living under the Navy's guns now, and if we were ever to entertain serious thoughts about going our own way from the Imperium, having the Navy there could be very inconvenient....

However, you know how to build relationships with people, and have the money and leadership skills to buy some loyalty, so it may be possible to get around that problem as well....

A. Agree to a patronage with the Navy
B. Casually spin the conversation towards personal matters, getting to know the Admiralty a bit more before the ball

You decide to enter the Central District, guards in tow, 4 in uniform, and another 6 incognito, moving ahead and behind you, scanning for threats and warning signs...

There are several items of interest...

The Cathedral, home to Cardinal Costigas, one of the most influential in the western Imperium, well known for his charisma and zeal, especially among the lower classes, where his fire and brimstone preachings are especially popular...

Its also home to the planetary Administration, their headquarters building itself showing signs of battle, as it was briefly seized by domestic terrorists, sworn to the ruinous powers, who killed all inside and attempted to broadcast to cells all over the planet, to launch a mass assault....

Fortunately the terrorists were killed before they could achieve their objective....

Finally it is home to a recruitment office for the Administratum Mechanicum, the strange, arcane organization taking recruits from among the best and brightest young people in some cities on the planet, the families being rewarded with large lump sums of cash, which are often wasted by hiver families lucky enough to have a child recruited by the Administratum Mechanicum, spent on booze, drugs and whores often enough, or material possessions....

A. Request an audience from Cardinal Costigas, it could be very beneficial to have an ally in a man of the cloth, especially a highly influential one....

Accepted individuals are taken to the local Forgeworld, while rejected aspirants are cast off back into general society, often with 1 or two years of Adeptus Mechanicus training and education under their belts....

You are taken aback by the size of the waiting room, in the complex, with an seemingly endless sea of benches, where aspirants can be found speaking to one another, playing games, or sleeping,

There is a slow trickle of people that get rejected from the program, some from initial testing, others after some time with the recruiting program....

I didn't get linked so idk if it got counted.

Anyways, if we can get a good count of what else we have for trade or barter, I'm hoping we can leave with more than 1 ship. I want to get a few of different designs so we can copy and reverse engineer them, maybe even make slightly better designs. Would that be considered tech heresy?
>>
>>1745818
What I mean is, we didn't know our bribe would more or less go nowhere. Though, presenting ourselves to the Admiralty isn't necessarily a bad thing even though we didn't make a move. Could well end up with one of them seeking us out at a later date.

Unless Smeh really wants to let us play it loose, we might would be able to afford putting a down payment on an escort and losing income for a long time.

There's really no need for copying or reverse engineering Imperial stuff, designs are out there. Whether you're allowed or able to use them is another matter. And yes, yes it would be.

The tech priest looks at you with his strange, offputting cybernetic eyes and invites you into his office...

Despite seeming to retain more of his human character than most tech priests, you notice the man has artificial legs, and a large servo arm rigged up on his back, a massive heavily piece of equipment, that the old tech priest seems to move around with a casual ease...

You sit down on the opposite side of a large desk, in a largely ordinary looking office, where he agrees to answer your questions, as a sign of respect for you as a Nobleborn Governor of the Imperium...

You first ask about the current situation on the planet, to which the priest beeps several times and then replies, that there is unrest on the lower levels of the hive, as there have been several recent political scandals involving the Governor and high level officials, causing unrest, especially after taxes had been raised a staggering 30% on the citizens, the Government citing continuing wars and security measures for the tax increase, which crushed the economy and made day-to-day living difficult for many formerly middle class citizens...

These problems got worse when the worlds underground press did some investigation and revealed that the tax hikes went mainly to the coffers of Planetary Government officials. This has resulted in a mass revolts in the city....

He also implies that the he believes that the recent chaos uprising here was a fabrication to cover the suppression of an armed insurrection....

The local Forge World Vigil Primaris is greatly displeased by these developments and has deployed several regiment sized forces to the parts of the shipyards belonging to the Admech, where they have been ordered to protect at all cost, shooting any rioters or protesters on sight.....

On Xeroth and getting him some underlings, the techpriest tells you, that while the priest does not recognize the name, based on your description of his age, and the fact that he was sent with no underlings, indicates that he is likely of enginseer rank, the beginning of most tech priests careers....

However in time, he could train his aptitude a few different ways...

The logi are expert staticians and mathematicians, skilled at predictions, forecasts and calculations, serving in many bureaucratic roles, and considered almost prophetic in their ability to tell the future, a good choice for a close advisor.....

The Genetors, master ancient life sciences, including biology and genetics, they are skilled doctors and scientists when it comes to anything organic, good for biological, medical and genetic projects and research....

Finally he could take the path of the Artisan, mastering the art of production, controlling hordes of servitors and workers to mass produce items for the Forge Worlds, good for anyone looking for an advisor skilled in setting up and running factories, that make high tech items.....
>>
>>1748273
The tech priest tells you that if Xeroth was promoted to one of the paths, he could likely bring in apprentice enginseers to work under him, as well as requisiton servitors and special equipment....

On cybernetics, he tells you that they can offer some operations to bring you closer to the machine god, replacing biological limbs and organs with mechanical counterparts.....

He also explains to you how this facility screens and trains prospective techpriests before the Forgeworld accepts them for training on Vigil Primaris, where living space is in short supply, ensuring that competition to be recruited into the ranks of the tech priests is always fierce, many of the the young men and women are sent here by their parents, often so they have one less mouth to feed at home, hoping the tech priests will at least take care of one of their children....

He tells you that recruitment process is difficult and involves multiple tests to screen for physical, mental and psychological issues, among the aspirants.....

He recommends speaking to some of the failed aspirants if we are looking to recruit people....

He gets up and walks you out of his office back into the main waiting room....

A. Try to speak to the failed aspirants
B. Speak to an aspirant

A. Try to speak to the failed aspirants
B. Speak to an aspirant
Both, to compare how they went in and what caused them to fail, maybe we can even give a hint to help a aspirant or 2

And look for a Genetor. I want to be able to screen for genestealers and maybe even eventually help with our "astartes progeny"

You try to speak to one of the waiting Aspirants but they are all dismissive and uninterested in speaking with you....

You decide to try your luck talking to some of the failed aspirants filtering through the main hallway from some sort of other room....

Several are bawling and seem inconsolable, at least temporarily....

After a few attempts you finally get one of the failed aspirants to speak to you....

"I-I've failed them, now I have to go home empty handed...." the young man tries to shuffle past you after saying that, but you stop him and ask him what happened....

He tells you, between sniffs and the occasional tear, that he is not permitted to go into specifics, but he was founding psychologically wanting by the Machine God, and has now been kicked out, back onto the streets with nothing but the clothing on his back....

He mentions that he was a student of mechanics in one of the middle-class academies in the lower Hives, and keeps repeating that he could be a great tech priest, if he just got another chance....

You finally get his name, Jacob and the young man moves to leave....

A. Encourage him to try again to join the Admech
B. Offer him a job
C. Wish him the best of luck

B. Offer him a job

This is apparently a pretty advanced hiveworld. Techpriests may be more well educated generally and may well be more respectable, but these guys will not only be more...morally flexible and willing but also less likely to betray us.
>>
>>1748548
>B. Offer him a job
he has training, we can just set him up under our own Tech priest, it'd be a waste not to hire him

You offer Jacob another way, telling him to join you on Tarkon IV, working to develop the planet, giving him a chance to prove himself, with rewards of resources and good pay for good service...

The young man, thinking about it for a moment, accepts your offer, then looking back for a moment, sees two failed aspirants leaving, and asks you, "I know them from training, they are good men, they'll want to work for you too, would you be willing to hire them as well?"

A. Hire Jacobs friends
B. Pass, tell him to get their contact information though

A. Hire Jacobs friends
>>

When they are all alone, we demand to know what exactly got them kicked out, no lying or else. Only us and our tech priest will know unless they tell anyone else.

Yeah, more mechanics are always helpful.

You decide to agree to hire them as well, telling them to meet at your ship with a limit of one bag of their belongings by 1800 Terran time, where they will be given dinner and shown their quarters on the Edge of Tomorrow

You decide to visit your own Luxurious suite in the Upper hives, your room giving you a great view of the city, you order some Asterian whitefish, a delicacy from the worlds eastern seas, and a bottle of Calassian Bloodwine aged over 50 years, the cost of room service covered by the generosity of the Sectoral Governor, where all invitees to the ball eat for free and stay for free...

You busy yourself getting cleaned up and organized after eating your dinner, having your advisors come in, to critique you on your outfit, to make sure you look regal enough for the event....

Soon enough, after a few minor fashion changes, you are ready for the ball....

You arrive at the highest level of the hive city, in a grand hall for the ball, its floors made from the finest marble and its walls covered with tapestries and fine works of art....

Your identification is checked by a few doormen and your are allowed to proceed through several sets of doors, where you can see security checkpoints set up before being brought to the entrance of the grand ballroom....

There look to be almost a thousand people inside, there is a large dancing area, as well as tables positioned around the dancing area, and several large tables, with a veritable feast on each of them. Along 2 of the walls there are large bars as well, where all drinks are free, you can already see what looks to be several young Naval Officers that are extremely drunk, despite it being officially only 2 hours into the ball, where being 2 hours late for the typically all night balls, is considered to be the fashionable thing to do....
>>
So anything you guys want to see specifically in the quest? Because Jokes aside, I'd love to develop relations and see more of the Ecclesiarchy and Cult Mechanicus
>>
>>1749181
You quickly scan the room and can see the attendees have formed several cliques...

A. Speak to the group of Admirals and other Naval officers, in a few sets of tables near the bar
B. Speak to the Lord General, who is apparently the highest ranking Imperial Guard Officer in the sub-sector, although youve never heard of him.... He is easily found with his massive entourage....
C. Speak to the Sectoral Governor, who would likely getting to know you, as you have developed a reputation as an ambitious and skilled governor, developing your planet and negotiating lucrative trade deals....
D. Walk over to the guest tables and see anyone interesting to speak to, just from looking, you see several Ecclesiarchy members and Imperial Bureaucrats, as well as many Nobles, especially unlanded members of great families, who make a life out of attending balls and the machinisations of court....

Gotta pay respects, it is his ball of course. Though, getting up with unlanded nobles is something we really should look into as well. Attracting talent and people worth knowing to ourselves is kind of the point of being here.

You decide to move to the Governor's table as you enter the ball, several people stopping to notice you, as you have not appeared at a ball in several years, and have only increased your reputation and prestige since then, as Talassian Blood wine, grown on Tarkon IV, has found its way into many the glasses of many nobles, and our frenzon, purchased by the Rogue Trader Tzarvaras, who has spread your name among several of his business partners, many of whom are planetary governors and high ranking Imperial officials....

Seeing you approach, the Sector Governor, stops his previous conversation in a highly theatric way, and greets you, thanking you for coming....
