I believe this tends to slow the pace of the storm, which is bad if the storm is still above warm waters. Warm waters is what a hurricane needs to become more powerful.

So if the storm slows down above the water, it will not decrease in strength and it will stay above affected areas for a lot longer than normal. This leads to increased destruction and a very large threat of storm surge.

The stalling is what made the surge so bad in Katrina, which in turn busted the levees.
