The primary reason is easy money from the Federal Reserve. This gives VCs a lot of Monopoly money to play with, and they dump most of it into tech companies that don't even turn a profit. Execs hire whoever they can at the lower echelons for as cheaply as possible because they don't see the quality impact in their market due to the reality insulation all that investment money gives them.
