Google will know full well who the most effective employees are.

Hiring women and trannies is basically like a hedge fund diversifying their portfolio. They know that they're an attractive enough company that they're already in the lead in terms of getting the smartest engineers. So that core of already smart engineers is already going to be the main engine driving their business faster than others. But if in addition they hire some mediocre trannies and women it's like insurance incase public image becomes more important in a few years time , and it doesn't hurt them that much to do so.
They feel like they're already ahead, so rather than try to get even more ahead their strategy is make their lead robust and insure themselves against any possible problems.
