...I've done some more digging and have found out the traffic lights WITH cameras linked to the roads they must take
(http://www.photoenforced.com/mobile.html for more info), these are all marked as dots. Take in mind there might be many more.

By haxxxing and stopping any of these traffic lights, even if it's just one, will cause a massive chain reaction and mega traffic.
