I've never seen any school encourage transitioning. The most I have experienced when I was in middle school or high school was stuff like "Transgender people, are people who are uncomfortable in their body because they were born as the sex they don't identify as." And I just got out of high school in 2015. I think the school system mostly encourages to be tolerant of people, they don't actively encourage transition. Hell at my school most people would hate or shun you if you were Trans.
