You want a unit that can receive SSB and run on battery power at the very least. I recommend the Sony ICF-SW7600GR, it's the last high-quality affordable consumer shortwave radio made in Japan, and it has AM sync which is a very useful feature for receiving weak signals.

Why get a shortwave radio? If it is really happening, it's not likely that you will be able to reach any WebSDRs or possibly the Internet at all. It might be your only source of news and information, and it will allow you to listen to news from around the world and form more informed opinions than may be possible from a wartime media.

Pic unrelated, it's a very rare Sony shortwave which can receive and print weather faxes and radio teletype IIRC.

You must have an Amateur Radio License from the FCC to transmit on Amateur bands. Normies are allowed to use CB and FGRS radios but they typically have a very short range (couple miles on flat ground, much less on reticulated terrain or if there's rain or wooded ares intervening). With my handheld transmitter (pic related) I was able to recently make a 180 mile contact. I climbed a mountain but still that's a long way. The same radio has digital and analog voice and data capabilities, as well as operating as a terminal for computer communications, and it also has APRS for GPS tracking, messaging, etc. We hams have our own private data networks and even a couple dozen satellites, a half-dozen or so of which still work.

With my HF equipment (short wave bands essentially) I have made contacts over 4000 miles on a mere 5 watts of power.
