They had not constructed the Russia narrative until a few weeks after his election, several months after this letter is purported to have been written. This isn't to say the CSO station at Bude were not eavesdropping on Trump, because such an action is within the remit of GCHQ and would definitely need to be authorised and the form of the letter seems genuine. Asking for authorisation before they eavesdrop is literally what GCHQ has to do according to the Investigatory Powers Act to avoid breaking laws under the Computer Misuse Act.
