There was a study done in the UK which found that a high percentage of foreign doctors practising in the NHS wouldn't actually have passed the UK examinations/standards to become a doctor. But to save money the UK just hires those doctors and takes their qualifications as basically equal to our own.

This. Thankfully this does not happen in the US, yet. In order for IMG (international medical graduates) to do residency and practice in the US, they have to take our board exams first. Then we only take the best of the best. And even then they get some of the worst residency spots. Like Family Medicine and Internal Medicine (the two lowest paid and arguably most monotonous of the specialties) in rural oklahoma bad. Even then i think the match rate for foreign born and educated applicants is like 60% compared to 99% for US MD/DO graduates
