Cultural norms break upon the rocks of time. But because it takes a long time for it to happen relative to the lifespan of a typical human, it seems like it all stays stagnant.
Different races have different dopamine/testosterone levels.
These levels taper out and balance over time with evolution. Self-destructive levels of these two end in failure, and do not overall contribute to the evolved folks.
For example, level-headed intelligent blacks tend to have proper families and pass along proper family values. These keep being passed on through children, etc, while the ghetto nigs are barely just maintaining a population. Africans will level off too once the aid goes away and nature can run its course. And that aid WILL come to en end, when the money runs out. Pyramid schemes can't be maintained.
Time is necessary however. Patience.

I've spent about 21 months of my 32 years behind bars(starting harmless fires as a kid, making destructive devices as an adult). I've lived as close to ghetto gangsta batshittery as any honky in the US.
I don't know everything, but my experiences combined with grad-school education in various scientific fields has allowed a certain unique view on races.
And myself, incidentally. For example, I now know why I like making shit that burns or blows up. I get the equivalent of a meth/crack hit from it. A rush. I get as much of a rush from making a 250ml of EGDN as some hoodrat smoking a pure rock. I know this because I've done stims myself and the effects from something like meth are just like the effects I get from making explosives.
I've seen people who dun bad do good, not for personal gain but just because something just didn't sit right with them, likely due to their neurotransmitters being in a more stable, balanced state so their brains could actually function in a civilized manner.
Generally, I have a positive outlook on life and even those who are currently in the shit.
But it's going to be a hard road. Like I said, good luck.
