You could make tubes and blow air through them, some sort of air pressure transistor seems not so hard to invent, however this would be an extremely finicky system, so probably wouldn't work in practice.

Before the transistor was invented they used mechanical valves as the on and off switches. However each of those proto transistors was the size of a light bulb and because of many reasons they would break. For example, insects would get in the valves and fuck up shit which is how the bugs term came to take a place in computers. So you would have to make mechanical systems with paper and that's something very fuckig hard. While theorically possible, there would be all kinds of problems and for every 5 minutes you play with the computer there'd be 5 days of maintenance. Besides it would be so big you'd need the volume of an entire living room just to build it.
