The orange thing is a sleeve for a post or support pole.
Hard to tell with a single photo, but assuming the orange thing is bolted to the white panel, a slotted post or rod would fit into the orange thing. The angle pin would be inserted into the orange thing and indexed into the slot in the post or pole, holding the white panel in fixed position realative to the post.

The set screw is throwing me off. Post a photo of the overall assembly (white panel) and another looking into the hole through the orange sleeve.

I'm going with some type of fitting to hold a mounting, tooling, another section to the panel it's mounted on. That angle pin looks out of place, but it's the best I can offer.

Is there or was there a nearby water hookup?
