I have a 4003 Napa Gold Fuel Filter and have no idea how to unscrew the end-caps. If anyone knows how: please comment, thanks.
hammer and a screw driver. 70% of the time it works all the time.

Vise, wrench, and persuasion.

Try heating the ends with a propane torch first
OP here
I tried using a wrench, and even got a buddy of mine to hold it while I tried to turn it, but all I got was a scratched-up end-cap

Yeah, you need to use the torch for sure

How would I use those to unscrew it?

just to heat it up so it's easier?
So is it an oil filter, or a fuel filter?

It filters the fuel in the oil.
Use a dremel to cut a slit in it, and use a flathead driver
