As big as Tokyo is physically, that is pretty much true. The city planners kept on considering mass transit solutions not just for conservation of resources, but to also have a liveable city for employed people who don't need cars to commute to work. While that doesn't please the oil lobby, Japan never had much oil to begin with.

The USA is a country full of people who enjoy mockery. If you don't have a car, others will look down upon you and many would actually withhold opportunities from you just because of that despite your performance.
