There are quite a few Eastern European and Russian sellers on ebay.
Russia-specific sites have no English interface because why would they? Of all the people who don't speak Russian in Russia, far more speak Chinese or Ukrainian than English.
And if you want to buy from abroad, you'll have to negotiate it with the seller personally, most of them only want to deal locally (since Russian postal service is absolutely awful, and also too many scammers)

According to another thread, only a few hundred Yugos exist in the USA, so if I had one, I'd do whatever it takes to get the replacement parts. This might be the best place for me to ask this hypothetical question. Pic somewhat related, this episode is what inspired me to ask this question.
Let's pretend that there was some undocumented eastern bloc country that didn't rely on the Soviet Union for technology and cars, so they had to build their own car. Let's say, a three wheeler that's essentially a motorcycle that can seat two and has a bed on the back, and this base is arbitrarily modified to seat four (making the back passengers sit outside and face rearward ala Subaru Brat).
In order to keep production costs as low as possible and in order to keep production as quick and efficient as possible, what kind of engine would they go for? Would the communists have the technology or know-how to build a Wankel engine, or would a standard cylinder engine be all they could make? What about fuel, should it be powered by petrol, or more bizarre combustibles like kerosene or alcohol? I just want to know to what extent would communist engineers go to make a basic vehicle powered by a fuel source that would be most abundant to them.

So it seems like the impossible to find Yugo parts are mostly proprietary parts, like the dashboard and speaker trays. As far as I know, most Yugos in the USA are 'fine' in those regards, and most often suffered from engine failure due to ignoring timing belt replacements, dumping in 0w30 instead of the required 20w50 (why does it need oil this thick), and putting in gas that didn't have enough octane, in addition to the shoddy build quality.
That said, I hear an X1/9 engine swap is common and possibly the most feasible way to make a dead Yugo running again. Would the engine be small enough to allow the spare to sit where it belongs? I don't know where to put the spare if the spare bay is unusable, sure as hell don't want the tire to dirty up the rear carpet. I also heard that the stock suspension is terrible, and thankfully can be replaced with aftermarket parts to give it a smoother ride with better grip. So would it be worth finding a 'dead' Yugo and dropping a Fiat engine in it?

Only verry few modified Trabants for rally, but the where not verry sucessfull.
The commies had troubble to supply even basic things, even in the DDR, wich was considered the best "economy", you had to wait about 10 years for a Trabant 601.

There were a few old Dacia's made for rallys back when Romanian Socialist Republic was a thing.
Although considering we are talking about Dacia, I don't think we can talk about a commie-car. Most likely Renault 12 modified to look different and eventually fit the eastern bloc's standards.
