Yes, they were. Teams also existed since the early 80's. They also did have their own team stickers as well; that's where Initial D took inspiration from.

They would drift at the passes late at night into the early mornings. Yes, gangs were also involved (bosozoku) where people would horde certain passes at night and wouldn't let outsiders drift at their spot.
