Because the implication of this legislation is that it will forget or set aside visa programs for family members to make room for "approved" candidates. Or so the rhetoric about how most visas up until now have been for unskilled workers implies (despite the fact that it's impossible to get into the US permanent like being unskilled). The vast majority of the visas given don't at all consider the applicants training as they are visas for relatives of AMERICANS. Those same Americans that you say the government needs to serve might now get thrown out in the cold in favor of business interests.

I've actually long been a favor of immigration reform specifically fixing the old system and replacing it with a merit based one even more detailed than Canada's. However I don't favor any caps whatsoever and believe the market should decide if immigrants want to come here or not, not some Washington analyst or panel of "experts" drawing arbitrary lines. Mainly though because arbitrary caps are the main reason some AMERICAN families have ridiculous wait times (in some cases going into the years) for visas for their overseas relatives.
