You just listed two very strong angles to play off of. Disinterest and irritation. That's an excellent foundation you can build almost any story from.
Or why not write a story from Tempest's perspective? Show how all these "lesser ponies" getting in her way are getting on her nerves for example. Ponies who despite having all their limbs intact can't even put up a proper fight.

As I said, if AiE is the best concept you can come up with I think it's time to stop posting.

Don't get me wrong, I don't consider a bad pony OC to be a huge improvement over Anon (who is for all intents and purposes identical to a Red&Black alicorn OC), but a good story doesn't require either.

Maybe Tempest has heard rumors of the Grand Alchemist Zecora, who lives in the Everfree and can supposedly cure chipped teeth, maybe even chipped horns? But what if Tempest has attacked the Zebra kingdom in the past, and Zecora is forced to struggle between helping those in need, and refusing help to a former enemy? More of a Zecora story but maybe that's a good thing. We don't have a lot on Tempest yet. Either way, just the first idea that popped into my head.

Or what about an OC that isn't just some random unicorn, but rather serves some purpose within the story and universe? A pegasus without a wing. Fighting on Equestria's side. Indifference and hostility grows to a mutual respect between warriors. The perspective could naturally shift here, to and fro between Tempest and the OC, highlighting differences and similarities in philosophy.

As with all characters in this show, occasionally they're masterfully written, occasionally they're terribly written, it all depends on who the writer for that particular episode is. And of course, in the context of a hypothetical green, she could be written bad or good depending on writer, the only constant is her established character traits.

"Cartoon physics" are the rule, and the wedding cake is the exception. "Cartoon physics" are such a central part of the script as well as animation on so many points we can't do anything but see them as an inherent part of the universe. On a script level we have Sonic Rainboom as an obvious reference to a sonic boom (although we later learn it's charged with magic, speed alone isn't sufficient), but we have Top Bolt as well, where Sky Stinger set the record for the fastest vertical acceleration rate. "Five hundred feet in two seconds!", and that's not enough to impress Dash. Then of course there's various lesser scenes, like the episode where Starlight befriends Trixie. Before she meets Trixie she tries to befriend Dash but she literally can't keep up when Dash speeds away at supersonic speeds.

Now, I'm not saying Dash is a regular pony, after Twilight she's probably the most exceptional mane6, so maybe this was a bad example.
But Twilight takes an anvil to the head, and is fine. Scootaloo falls from above treetop level and is fine. Rarity and Big McIntosh both carry solid boulders several times their size and are fine. Maud Pie throws a rock and creates a mushroom cloud. Maud and Pinkie demolish a rock with their bare hooves, Maud does so twice.

The times they DON'T adhere to cartoon physics are few and far between. There's the cake you mentioned, I can think of an episode where Applejack got her hoof stuck between two tiny rocks as another, but other than that, not much else.

Having said that, me arguing that "cartoon physics" is part of the universe is ultimately pointless. Even if they aren't, and it's just something added because the show IS a cartoon, the same logic applies to Tempest. If Dash is exaggerated because of cartoon physics, so is Tempest, they're both two characters in the same show.

I'd attribute that more to skill and technique than super strength, she's intentionally very weightless in the animation, as if she's just drifting along while the fishman has all the mass. It doesn't "make sense" if you dissect it frame by frame, but that's my read on it.
